Process

How the ESP Works

Important: You MUST pre-register before any work begins

01

Pre-Registration

You MUST pre-register with the Energy Savings Program before any work begins. Grove Mechanical can guide you through this step.

02

Income Verification

The program verifies your household income through CRA. This is confidential and handled entirely by the program administrators.

03

Free Home Assessment

A registered energy advisor may visit your home to assess your current heating system and recommend qualifying upgrades.

04

Installation by Grove

Our HPCN-registered technicians install your new heat pump system. We handle permits, commissioning, and all technical requirements.

05

Rebate Applied

Your rebate is applied directly — in many cases, the rebate is deducted from your invoice so you never pay the full amount upfront.

FAQ

Energy Savings Program Questions

What is the Energy Savings Program?

The Energy Savings Program (ESP) is the income-qualified stream of CleanBC Better Homes, designed for households currently heating with natural gas. It provides $10,500–$16,000 for heat pump conversion (depending on system type), plus up to $5,000 for electrical upgrades, $3,500 for heat pump water heaters, and $1,600 for ventilation. It's designed to make clean energy upgrades accessible to moderate-income households.

What are the income thresholds?

Income thresholds are based on total household income and household size. For a single person, the threshold is approximately $55,000. For a family of four, it's approximately $94,000. These thresholds are higher than most people expect — many middle-income families qualify. The exact thresholds are updated annually by the program.

Do I need to pre-register?

Yes — pre-registration is REQUIRED before any work begins. Unlike the standard Better Homes program, you cannot apply after installation. Contact Grove Mechanical and we'll walk you through the pre-registration process step by step.

Can I combine ESP with other rebates?

The ESP rebates are generally not stackable with the standard Better Homes rebates (you get one or the other). However, some BC Hydro rebates may still be available depending on your utility provider. We'll help you determine the maximum rebate combination for your situation.

How is income verified?

Income verification is done through the Canada Revenue Agency (CRA) with your consent. The program administrators handle this confidentially — Grove Mechanical never sees your income information. You'll need to provide your Social Insurance Number to the program for verification.

What if I'm just above the income threshold?

Even if you don't qualify for the ESP, you can still access the standard Better Homes rebate of up to $4,000 for heat pumps, plus BC Hydro rebates of up to $4,000. That's still up to $8,000 in savings with no income requirement. Call us and we'll figure out the best path for you.
